TFGH BACKGROUND: The Task Force for Global Health is an Emory University affiliate located in Decatur, GA. Its eight programs focus on solving complex health problems that affect vulnerable populations around the world and building durable systems that protect and promote health. Program areas include neglected tropical diseases, vaccines, and health systems strengthening. The Task Force for Global Health was recognized for its extraordinary contributions toward alleviating human suffering with the 2016 Conrad N. Hilton Humanitarian Prize, the world's largest award of its kind. The Task Force is ranked among the largest nonprofits in the United States due to in-kind contributions of medicines and vaccines from major pharmaceutical companies valued at billions of dollars annually.
PROGRAM BACKGROUND: The Public Health Informatics Institute (PHII) is a program of the Task Force for Global Health, Inc. PHII is a partner in a global health surveillance network aimed at preventing childhood mortality in developing countries, particularly in Sub-Saharan Africa and South Asia. The Child Health and Mortality Prevention Surveillance network, or CHAMPS, will help improve acquisition of data about how, where and why children are getting sick and dying. The Bill & Melinda Gates Foundation made an initial commitment of $75 million for the initiative, in 2015.
CHAMPS is envisioned to be a 20-year program based initially at six sites, but eventually could be expanded to as many as 20 sites. The Emory Global Health Institute (EGHI), which houses the U.S. office of the International Association of National Public Health Institutes (IANPHI), serves as the lead partner in the new global network of surveillance sites. PHII is tasked with oversight of the informatics strategy and data management operations, assessing and managing multiple streams of data collected from the sites.
SUMMARY: Works with CHAMPS team members to support the acquisition, management, and analysis of data from multiple surveillance sites in the CHAMPS network.
Supports the configuration and management of technology solutions supporting the receipt, transformation, validation and storage of data transmitted from surveillance sites
Develops automated quality control procedures to assess quality of received data and provide reports to data submitters
Perform data analysis on large relational datasets to summarize data and identify inconsistencies
Works with CHAMPS Informatics Team and other program stakeholders on the creation and maintenance of standard documentation artifacts including data dictionaries, standard operating procedures and analysis methodology descriptions
Works with counterparts at surveillance sites to coordinate continuous data quality process and provision access to the central data repository managed by the CHAMPS Program Office
Monitors data submission from surveillance sites and coordinates the acquisition of data supporting various site performance metrics
Works with members of the team on design of data collection instruments, database management, analysis of data, and creation of reports and dashboards
- Participates fully as a member of the Task Force for Global Health by contributing, assisting and participating in projects, activities, and initiatives as requested by management

FORMAL JOB DESCRIPTION:Supports the acquisition, management and analysis of data from multiple sites or sources. Ensures that the uses of data through reports and queries are appropriate. Serves as an organizational consultant on matters relating to databases by providing expertise to assist users in meeting their needs. Develops automated quality control procedures to assess quality of data and provides reports to data owners. Works effectively within a group setting in areas of design of data collection instruments, database management, analysis of data, and creation of reports and dashboards. Develops and performs appropriate analyses. Provides explanations of analysis methods, assumptions made, and assists in interpretation of results and implications therein. Documents methods and results through development and maintenance of standard documentation artifacts including data dictionaries, standard operating procedures and analysis methodology descriptions. Works with onsite or field-based counterparts to coordinate consistent implementation of data quality control measures and provision of access to the central data repositories. Performs related responsibilities as assigned.
MINIMUM QUALIFICATIONS: A bachelor's degree in computer science or a related field, and three years of experience in processes and standards related to data, OR an equivalent combination of education, training, and experience. Experience with relational database management systems such as, Oracle, Microsoft SQL Server, MySQL preferred. Experience with statistical packages such as, SAS, SPSS, R preferred.
-Experience with scripting languages such as, PERL or Python Strong knowledge of SQL language. Demonstrated ability to analyze complex data Familiarity with regulations and standards related to the management of research data containing personally identifying information, i.e., HIPAA, Common Rule.
